Description | In partnership with CDP, the Annual Disclosure provides a transparent, global picture of the impact, progress and climate action driven by state and regional governments. All states, provinces and regions are invited to disclose to CDP, including members of the Under2 Coalition and the States & Regions Alliance.
The Climate Group and CDP are united in their firm belief in the vital role that state and regional governments play in driving climate action and delivering sustainable economies that avoid dangerous climate change and lead to a net-zero emissions world. State and regional government’s climate action is fundamental to delivering the Paris Agreement and the disclosed data drives CDP’s analytical bench-marking, commitment tracking and data management; and The Climate Group’s governments networks, peer learning, policy work and promotion of climate leadership. |

Objectives | To showcase the level of ambition of states and regions globally, while at the same time taking stock of progress on climate mitigation.
Increase Measurement Reporting and Verification (MRV) systems for states and regions to take stock of their emissions and develop more targeted and effective emissions reduction efforts, both within and beyond state borders. |
Activities | Each year, The Climate Group and CDP call upon state and regional governments to publicly disclose their climate targets and actions, emissions inventories, and other climate information. This helps governments to better understand the risks and opportunities presented by their emissions profiles and increase the impact of their climate actions. The first Annual Disclosure Report was released at the 21st session of the Conference of the Parties (COP21) to the UNFCCC in Paris in December 2015 and applauded by UN Secretary-General Ban Ki-moon. |
One or two success stories achieved | • In 2019, 11 states and regions disclosed targets to achieve net zero emissions by 2050 or earlier.
• An average of 45% of electricity generated in reporting states and regions comes from renewable sources, compared to a global average of 25%. |

Progress towards the goals | The number of state and regional governments committed transparency continues to grow year-on-year, with 44 governments publicly disclosing in 2015, 62 in 2016 and 110 in 2017 – a 150% increase in just two years. Together these governments represent 18% of the global economy and 658 million citizens. A total of 2,399 individual climate actions were disclosed across nine sectors to reduce emissions and enable the transition to low carbon economies.
The Annual Disclosure 2017 Update, calculated that cumulative savings by comparing disclosed GHG emissions by states and regions to the IEA’s reference technology scenario (RTS) will account for 21.9 GtCO2e by 2050. And short-term ambition is also compatible with a 2°C world. However, ambitious long-term targets are needed to match the rate of decarbonization required up to 2050. Since the released of the first Annual Disclosure Report in 2015, states and regions have (i) on average achieved an 8.5% reduction in greenhouse gas (GHG) emissions compared to the state and regional governments' base years, (ii) disclosed climate targets backed by over 2,300 climate actions, spanning ten different sectors (agriculture, buildings and lighting, energy, finance and economy, governance, industry, land use, transport, waste and water), an 80% increase on 2016, and (iii) committed to 290 targets for emissions reductions, renewable energy and energy efficiency. |
How are you tracking progress of your initiative | Each year the Annual Disclosure provides an assessment of the commitments and progress toward those commitments by state and regional governments around the world to support international climate governance processes. The report publishes updated projections of disclosed GHG emissions targets compared to illustrative emissions scenarios to keep track of the Paris’s Agreement long-term goal – of keeping the increase in global average temperature to well below 2°C above pre-industrial levels.
It also calculates annual and cumulative emissions savings by comparing the projected GHG emissions disclosed by states and regions to a set of emissions scenarios for the years 2020, 2030 and 2050. For the Annual Disclosure 2017 Update, projections of the disclosed GHG emissions were compared to three scenarios calculated using data and analysis from the International Energy Agency’s (IEA) Energy Technologies Perspectives 2017 (ETP 2017) report – including a 2°C scenario (2DS) and a beyond 2°C scenario (B2DS). |
